Stephen is a Managing Director in Ernst & Young Infrastructure Advisors LLC, based in New York. Stephen leads the team’s energy and environmental infrastructure business, which includes advising the public and private sectors on infrastructure P3 projects and alternative delivery programs in energy, water, and sanitation sectors.
Stephen brings 18 years of experience in P3, advising government and private counterparties on P3 projects around the world, including North America, Europe and Middle East and Africa. In energy, his experience includes advising numerous universities and tax-exempt institutions in the US on central utility plant and energy system P3 feasibility, procurement and commercial negotiation. He works with Fortune 500 and FTSE 100 corporates in the US and globally on renewable energy strategy and advises on transactions to facilitate the procurement new build utility scale renewable energy infrastructure. More widely Stephen has advised a range of State and National governments on major utility transactions, as one example he advised the Moroccan Agency for Sustainable Energy on 750MW of solar thermal projects developed under a P3 structure. Outside of energy, Stephen advises the EPA on the WIFIA program, as well as a range of state and local entities on water infrastructure projects.
