F&A Resources

The Trump administration proposed a 10 percent cap on reimbursements of facilities and administrative (F&A) costs on National Institutes of Health grants in its FY18 budget. This proposal also received support from Health and Human Services Secretary Tom Price and some members of Congress. NACUBO has been actively engaging in advocacy on this issue to educate these officials on the importance of F&A reimbursements to the life-saving research taking place on college and university campuses. The resources below are designed to help business officers explain the intricacies of F&A on their own campuses and to the general public.

 

Facilities & Adminstrative Rate Short-Form Course

This 2.5-hour self-study course is a must-see for schools preparing the facilities and administrative rate short form. The first module offers an overview and guidance on the calculation; the second provides specific considerations and indirect cost pools. The final module takes an inside look into the F&A short-form calculation and proposal.

House Lawmakers Reject Trump F&A Proposal

July 21, 2017

Facilities and administrative cost reimbursements for National Institutes of Health grants have been explicitly protected by provisions in a publicly released draft of the Health and Human Services FY18 funding bill. Lawmakers called proposed caps “misguided” and “devastating.” However, the bill has yet to be voted on by the full House.
