Ms. Laura Barnum leads her staff in guiding the university resource planning process. Implementing UB’s institutional vision for the future of the university, Ms. Barnum provides senior leadership strategic advice on university and unit finances in relation to investment decisions across the university; serves as the principal liaison with all campus divisions for long-term budget planning and forecasting activities; and helps guide financial best practices and reporting that allow the schools and support units to understand their respective resource status and the role they play in the larger university context. To enhance and improve the university’s approach to integrated resource planning, she worked jointly with multiple units across the campus to implement a multi-year, university-wide financial plan, expand the annual resource-planning calendar, revise the existing budget model, and introduce unit spending plans and the annual review of all fees. Currently she is co-lead with the Controller and Associate Vice President for Business Services on the development of a university-wide fully integrated budgeting, planning and forecasting system. Ms. Barnum has been an integral player in developing and advancing SIRI, the Strategic Information Reporting Initiative that allows data and information to flow to campus, be processed quickly and made available in a reliable, convenient and clear form. She also participated in developing a financial plan to support the construction and program buildout of the $375 million Jacobs School of Medicine and Biomedical Sciences building on the Buffalo Niagara Medical Campus. In addition, her coordination of a multi-year plan for the Facilities Sustainability and Energy Management budget generated $27 million in savings for investment in university capital projects. Ms. Barnum is a graduate of the University at Buffalo with a Bachelor of Science degree and a Master of Business Administration degree as well as a Master of Sport Administration from Canisius College. She has over 24 years of higher education experience and since arriving at UB in 1996, Ms. Barnum has held several positions at UB including in the Division of Athletics and Academic Affairs.
