ED Plans to Issue Final Title IX Rules in October
In a recent blog post, the Department of Education (ED) announced that it plans to issue final rules in October that would give colleges and universities more flexibility in addressing gender discrimination and handling campus sexual assault incidents. Last year, NACUBO joined the American Council on Education and other higher education associations in comments to ED on its proposed rules.

ED Reminds Schools about Mandatory Assignments for Certain Perkins Loans
On May 26, the Department of Education’s Office of Federal Student Aid published a reminder to schools about the requirement to assign to ED Perkins Loans that have been in default for more than two years. The deadline for these assignments is June 30, 2023, though schools are encouraged to submit the loans as soon as possible to allow time for processing.

Advocacy

NACUBO Supports Charitable Giving Bill
NACUBO publicly weighed in on the House introduction of the Charitable Act, legislation that would expand the charitable deduction for taxpayers who do not itemize on their tax returns. "On behalf of business officers at colleges and universities across the country, NACUBO applauds the introduction of the Charitable Act and Reps. Chris Pappas and Blake Moore for their leadership,” Liz Clark, NACUBO vice president of policy and research, said in the bill’s press release. “Donations of all sizes are vital to colleges and universities, and incentives for charitable giving should be available to everyone, including individuals who don't itemize their taxes."
