On the Hill 

House Elects Speaker, Expected to Move to Committee Assignments

Early Saturday morning, a slim Republican majority in the U.S. House of Representatives elected Rep. Kevin McCarthy (R-CA) to serve as Speaker. With McCarthy’s election, the House is now free to move to other business including the passage of a rules package. Then, House Republicans are expected to decide on leadership for the Ways and Means and Education and Labor Committees, among others.

Agency Action

ED Seeks Comments on Section 117
In a Federal Register notice, the Department of Education shared an information collection request related to Section 117 of the Higher Education Act, which requires institutions of higher education to disclose foreign gifts and contracts. NACUBO, along with other members of the higher education community, has offered to collaborate with ED on any changes to Section 117 and intends to provide comments to the department.

Training Modules for VA’s Enrollment Manager Now Available
Two training sessions are now available for the Department of Veterans Affairs’ Enrollment Manager, a new platform for school officials to certify enrollment for student veterans. This training must be completed for access to the new system. The VA estimates the online sessions should take no longer than 90 minutes.

Biden Administration Publishes Regulatory Agenda
The Biden administration released its unified regulatory agenda for Fall 2022, a formal signal of regulatory actions the administration plans to take in the coming months. Notable to business officers are the Department of Labor’s overtime rules and a number of Department of Education rules including changes to cash management and third-party servicer regulations. NACUBO will monitor and report further on these items when more information is shared by the agencies.

Accounting

New Higher Education Representative Appointed by FASB
The Financial Accounting Standards Board has appointed Kerri Tricarico, senior associate vice president of financial operations and controller at New York University, to its Not-for-Profit Advisory Committee. Tricarico’s extensive campus, public accounting, and national experience as a member of NACUBO’s Accounting Principles Council positions her well to advise FASB on NFP management and reporting issues.
