Top Higher Education Official Leaves ED
Michelle Asha Cooper, the Department of Education’s deputy assistant secretary for higher education programs, has announced that she will leave ED to join the Lumina Foundation as vice president for public policy and executive director of its Washington, DC office. Cooper joined ED in February 2021 and oversaw the department’s $76 billion coronavirus aid portfolio, as well as a $3 billion portfolio to support programs and build capacity at colleges and universities. Prior to her appointment at ED, Cooper spent 12 years as president of the Institute of Higher Education Policy.

GFOA Raises Concern About Financial Reporting
The Government Finance Officers Association (GFOA) has issued an alert over the possibility that new financial reporting requirements in the Financial Data Transparency Act of 2022 (S.4295) could be included in upcoming federal defense authorization legislation. According to the GFOA, the new requirements could lead to “directing the use of specific technologies for reporting governmental financial information” and would ultimately create minimal gains in transparency at significant cost to state and local governments. NACUBO is reviewing the issue and encourages members to contact advocacy@nacubo.org with any concerns.
NACUBO and ACE Provide Feedback on Proposed Title IX Rule Changes
The higher education community asked the Department of Education for a final rule that will assist educational institutions in their efforts to prevent sex-based harassment, aid victims, and ensure impartial procedures for all parties involved.

CCS Fundraising Report Shows 2022 Charitable Giving Trends
The 2022 Snapshot of Today’s Philanthropic Landscape report by CCS Fundraising was recently released. The report compiles and analyzes data from a number of well-known and highly regarded sources to interpret trends in the giving and receiving of philanthropic gifts.
