NCAN Finds an Increase in FAFSA Completion
More high school seniors have completed the Free Application for Federal Student Aid (FAFSA) this year than in 2020 or 2021, according to recent research by the National College Access Network (NCAN). Their Form Your Future project shows how many students are completing the FAFSA in different states and regions while offering insights into their educational backgrounds.

Agency Action

ED Awards Final HEERF Allocations Under the American Rescue Plan Act
The Department of Education has awarded $198 million in a special pot of Higher Education Emergency Relief Fund (HEERF) grants. The HEERF Supplemental Support under the American Rescue Plan (SSARP) (a)(3) grants were distributed almost exclusively to 244 Historically Black Colleges and Universities, Minority Serving Institutions, community colleges, rural institutions, and institutions serving large populations of students from low-income backgrounds.

ED Publishes Proposed Title IX Rules with 60 Day Comment Period
After being announced on the 50th anniversary of the enactment of Title IX, the Biden administration’s new proposed rules have been published in the Federal Register. ED will accept public comment on the rules until September 12, 60 days from their publication.

Judicial Action

Federal Judge Blocks Protections for Transgender Students
While the Biden administration’s proposed rules await public comment, a federal judge in Tennessee has granted a temporary injunction blocking guidance that offered protections for gender identity and sexual orientation under existing Title IX rules. The ruling finds with the plaintiffs, a collection of 20 Republican Attorneys General, that the guidance lacks authority and interferes with states’ ability to enforce laws that prohibit transgender students from using bathrooms or locker rooms that align with their gender identity.
