ED Announces Deadline to Apply for CARES Act Funds
In a notice published in the Federal Register, the Department of Education announced that institutions that did not initially apply to receive their allocations from the Higher Education Emergency Relief Fund must do so by August 1. This deadline applies to the emergency grants for students and the institutional share, funds provided to Historically Black Colleges and Universities, Minority Serving Institutions, and Tribally Controlled Colleges and Universities, and additional funds provided through FIPSE. 

Income Tax Relief for Nonresidents Impacted by Travel Disruptions
In updated FAQs, the IRS has clarified that the 30 percent tax withholding rate will not apply to income earned by individuals deemed nonresident individuals present in the United States during an uninterrupted period of up to 60 calendar days, beginning on or after February 1, 2020, and on or before April 1, 2020, in light of COVID-19. 

ED Issues FAQ for Non-CARES Grants 
To address questions arising from grantees who hold grants the Department of Education awarded before the onset of the COVID-19 pandemic, ED has issued an FAQ on non-CARES Act grant awards. The FAQ touches on the permissibility of payments for staff and student workers in a work-from-home environment, extension requests, and more. 

Advocacy

NACUBO Again Calls for Student Broadband Support
NACUBO has joined a broad coalition of groups, led by Higher Learning Advocates, to ask congressional leadership to include the Supporting Connectivity for Higher Education Students in Need Act, which NACUBO has endorsed, in the next COVID-19 relief package. The bill would create a fund for postsecondary institutions to provide internet connectivity and equipment for students with the greatest financial need.
