Making Sense of Conditional Asset Retirement Obligations (FIN 47) Financial Accounting Standards Board Interpretation No. 47, “Accounting for Conditional Asset Retirement Obligations,” clarifies that an unconditional obligation associated with the retirement of plant or other long lived assets (such as asbestos containing facilities) should be recognized whenever the liability’s fair value can be reasonably estimated. The cumulative effect of initially applying the interpretation is reported as a change in accounting principle. Because the interpretation is effective in the current fiscal year the estimation calculation can not be avoided.
