It appears highly unlikely that new rules on state authorization and cash management will be finalized by November 1, the deadline for the Department of Education to issue rules that would take effect July 1, 2015. Meanwhile, concerns over student banking relationships continued to simmer as consumer groups, financial institutions, and others weighed in on the issue throughout the summer.

Associations Respond to McCaskill Sexual Assault Legislation

NACUBO joined a number of higher education associations in responding to the Campus Accountability and Safety Act, introduced by Sen. Claire McCaskill (D-MO). The letter both outlines constructive elements as well as concerns with the legislation and thoroughly describes some of the challenges institutions face in carrying out current laws.

On August 29, the Council on Financial Assistance Reform published an extensive set of frequently asked questions focusing on the Office of Management and Budget’s new uniform guidance for grants management.

The 2014 Tuition Discounting Study will launch Tuesday, September 23. Later this month, prime representatives at private, four-year colleges and universities will receive their institution’s link to the survey.

NACUBO Responds to HEA Reauthorization Discussion Draft

On August 29, NACUBO endorsed a letter to Sen. Tom Harkin (D-IA), chairman of the Senate Committee on Health, Education, Labor and Pensions, commenting on a discussion draft for the upcoming reauthorization of the Higher Education Act. 

Rules Published on Contraceptive Coverage Under the Affordable Care Act

Nonprofit religious organizations, including colleges and universities, that object to providing contraceptive coverage will not have to authorize coverage under their health plans. Instead, they must notify the Department of Health and Human Services of their objection, according to an August 27 interim final rule issued jointly by HHS and the Departments of Labor and Treasury.

NACUBO 2015 Annual Meeting Call for Presentations Now Open

NACUBO is seeking proposals for concurrent sessions and corporate showcases that offer in-depth and practical treatments of present-day issues facing the higher education community. Submissions should highlight solutions, initiate provocative discussions, and share effective strategies. 

Proposal Deadline: 11:59 p.m., ET, October 14, 2014. 

The NACUBO 2015 Annual Meeting will take place in Nashville, Tenn., July 18-21, 2015.
