NACUBO Staff Member Chosen for ED Rulemaking Negotiations

Sue Menditto, NACUBO’s director of accounting policy, has been selected to represent the association at an upcoming Department of Education negotiated rulemaking. The process is designed to review the borrower defense rules originally released by the Obama administration but later delayed by ED officials under the Trump administration. Menditto will serve on a subcommittee charged with updating the financial responsibility requirements for colleges and universities.

Path to Tax Reform Clears as Congress Passes FY18 Budget Resolution

The U.S. Senate passed an FY18 budget resolution along party lines on October 19 by a slim 51-49 margin, and the U.S. House of Representatives approved the Senate’s bill on October 26 by a similarly small margin of 216-212. Following the bill’s passage, Rep. Kevin Brady (R-TX), chairman of the House Ways and Means Committee, said Republicans will now release their plans for tax reform on November 1, as the budget resolution creates the legislative vehicle needed to advance the tax package. NACUBO urges members to understand what’s at stake and prepare to respond.

Congressional budget writers have pushed back on the president’s proposal to limit payments, but debate continues around the role NIH facilities and administrative cost reimbursements play in supporting the work of grant-funded research.

New Survey Examines Tuition Discounting at Private Law Schools

NACUBO and AccessLex Institute have collaborated to examine tuition discounting at law schools. The 2016 NACUBO/AccessLex Tuition Discounting Study of Private Law Schools shows that average tuition discounting increased between 2015 and 2016 at the 36 participating institutions, leading to lower net tuition revenue. The complimentary report and press release are available online.

GASB Requests Input on Financial Statement Disclosures

To better assess the effectiveness of certain note disclosures, the Governmental Accounting Standards Board is seeking input via a survey. The completion deadline is November 17.
