The estimated average institutional discount rate for first-time, full-time freshmen reached a new high of 49.1 percent in 2016-17, according to the 2016 NACUBO Tuition Discounting Study. Rising tuition discount rates have led to anemic growth in net tuition revenue.

Trump Issues Executive Order on Nonprofit Political Activity

On February 2, President Donald Trump vowed to “get rid of and totally destroy the Johnson Amendment.” On May 4, he followed up with the executive order, “Promoting Free Speech and Religious Liberty.” Since the law has not changed barring 501(c)(3) organizations from engaging in political activity, colleges and universities are cautioned against changing current practices.

ED Seeks Feedback on Fee Disclosure Format

The Department of Education has suggested a model format that colleges and universities may use to disclose the fees associated with debit card or bank account arrangements offered as options for student credit balance refunds. Comments are due by June 8.
