Banks and Servicers Asked for Campus Card Contracts, Terms Fifteen financial institutions and third-party servicers that provide campus debit and prepaid cards received letters this week from several members of Congress expressing concern about fees associated with such cards and calling for contracts to be made public. The companies were asked to provide information and submit copies of their contracts with colleges and universities. FCC Rules on Prerecorded Calls to Cell Phones The Federal Communications Commission will continue allowing institutions, with prior consent, to use recorded messages and autodialers to send university communications to cellular phones. IRS Advisory Group Finds Bond Reporting Burdensome The June 6 report of the Advisory Committee on Tax-Exempt and Government Entities recommends that IRS revisit the various forms required for completion by issuers of tax-exempt bonds, to ensure the forms are fulfilling original Congressional intent and not unduly burdensome.
