Last week, student loans were the focus of a White House executive order and heated debate on the floor of the U.S. Senate. President Obama's Presidential Memorandum seeks new caps on student loan payments. The Bank on Students Emergency Loan Refinancing Act (S. 2432), championed by Sen. Elizabeth Warren (D-MA), would reduce rates on new loans, lower their costs and limit debt burden, but failed to garner enough votes to move forward.

Clean Energy Bond Resources Available Online

The Council of Development Finance Agencies has released an informational brief on the Clean Energy Bond Finance Model using Qualified 501(c)(3) Bonds.

United States Loses Lead in College Degree Attainment

Between 1999 and 2011 the United States’ ranking among nations in the percentage of adults with a bachelor’s degree or higher fell from first to second, according to the National Center for Education Statistics. In addition, gaps in the percentage of adults with a college degree between White non-Hispanic and minority populations in the United States grew even larger between 1990 and 2013.

College and University Leaders Form Alliance for Climate Adaptation and Resilience

Presidents and chancellors from several colleges and universities recently formed the Alliance for Resilient Campuses, a coalition of higher education leaders committed to sustainability and the implementation of strategies that address climate change. The coalition, announced May 7, was formed by Second Nature, the nonprofit organization that promotes sustainability in higher education.

Workshop to Offer Deeper Dive on Bond Compliance Issues

In collaboration with NACUBO, the Treasury Institute is offering its third Tax Exempt Bond Compliance Workshop, December 10-12 in Orlando, Fla. The program, geared toward university staff with tax compliance responsibilities, offers an interactive learning experience. Leverage the expertise of faculty and participants to share best practices and develop successful strategies for bond compliance. New this year is an optional Pre-Workshop Primer program.

NACUBO Needs Your Feedback

Earlier today, NACUBO sent a brief survey to campus primary representatives that focuses on credit balance refunds and school-sponsored bank accounts. This will enable NACUBO to collect useful and timely information from member institutions in advance of proposed rules that may be issued by the Department of Education.

IRS Advisory Committee Report Recommends Guidance and Changes in UBIT Reporting

A report just issued by the IRS Advisory Committee on Tax Exempt and Government Entities makes recommendations concerning unrelated business income tax issues, including a redesigned Form 990-T.
