While the fate of the Federal Perkins Loan program remains unresolved, the Department of Education has continued to issue guidance to institutions and develop new forms for borrowers.

GASB Issues Proposal on Split-Interest Agreements

Among a flurry of recent Governmental Accounting Standards Board activity is an Exposure Draft that is particularly important for public institutions. "Accounting and Reporting for Irrevocable Split-Interest Agreements" outlines recognition criteria for split-interest agreements donated directly to a public institution, as well as funds held in trust by others for the benefit of the institution.

ED Advances Plans for New Student Loan Repayment Option

Building upon consensus reached during negotiated rulemaking, the Department of Education has taken the next step toward implementing a package of issues including a new student loan repayment plan and expanded opportunities for institutions to appeal or challenge their cohort default rates.

Campus Safety and Security Statistics Released

Reported crime rates on college campuses fell 45 percent between 2001 and 2012, according to a new government publication. Reports of forcible sex offenses ran counter to the downward trend, with campuses reporting a 36 percent increase during that same period.

OMB Publishes 2015 Compliance Supplement

The Office of Management and Budget has issued its 2015 Compliance Supplement for single audits. Two compliance requirements have been eliminated in this iteration.

ACA Rules on Contraceptive Services Finalized

Final rules published on July 14 finalize the interim rules under the Affordable Care Act, providing women access to contraceptive services at no additional cost. They also establish an alternative way for certain employers to provide notice of religious objections to covering such services.
