ED Releases College Ratings System Framework
The Department of Education is promising to develop and publish a federal college ratings system by the 2015-16 school year. An explanation of the proposal announced last month is now available.

Obama Proposes Free Community College

President Obama proposes making two years of community college “as free and universal as high school” in a plan unveiled last week. If approved by Congress, America’s College Promise would provide federal funding to cover three-quarters of the average cost of community college, provided states make certain commitments.

CFPB Proposes to Regulate Prepaid Cards

Prepaid cards, a rapidly growing segment of the consumer financial marketplace, would be subject to new disclosure rules under a proposal issued by the Consumer Financial Protection Bureau. Some colleges and universities offer prepaid cards as an option for payroll or credit balance refunds.

Congress Approves Terror Insurance Reauthorization

In its first week in session, the 114th U.S. Congress approved reauthorization of the Terrorism Risk Insurance Act, making it the first bill sent to President Obama by the new Republican majority.

New Rules for Federal Awards Now Apply

Colleges and universities now must follow the Office of Management and Budget’s uniform guidance—the “super circular”—for managing federal grants and awards. OMB is providing a one-year grace period for schools to implement the guidance’s new procurement standards.
