Summary
The Secretary proposes to amend the Federal Family Education Loan (FFEL) Program and the William D. Ford Federal Direct Loan (Direct Loan) Program regulations. These proposed regulations are needed to implement changes made to the Higher Education Act of 1965, as amended, (HEA) by the Higher Education Amendments of 1998 (1998 Amendments). The proposed regulations are necessary to implement the teacher loan forgiveness programs in the FFEL and Direct Loan programs that were included in the 1998 Amendments. In addition, these proposed regulations contain conforming changes for both the FFEL Program and the Direct Loan Program, as well as technical amendments to the Direct Loan Program regulations.
