Summary
The Secretary proposes to amend the regulations governing nondiscrimination on the basis of race, color, national origin, sex, handicap, and age to conform with statutory amendments made by the Civil Rights Restoration Act of 1987 (CRRA). These amendments would add a definition of ``program or activity'' or ``program'' that adopts the statutory definition of ``program or activity'' or ``program'' enacted as part of the CRRA.
