The Governmental Accounting Standards Board is recommending accounting and reporting treatment for legally enforceable obligations associated with retiring certain capital assets. Comments are due March 31.

ED to Offer Guidance on Cash Management Regulations

The Department of Education will host two webinars this week to explain its rationale for the final cash management regulations and how the new requirements will impact institutions. The 90-minute webinar will run Tuesday, February 9 and Thursday, February 11, both at 1:30 pm ET. Advance registration is required.

Obama to Release FY17 Budget Request Tomorrow

President Obama will publicly release the final budget request of his administration to Congress on Tuesday, February 9. It is expected to include calls for a number of higher education initiatives focusing on college access, affordability, and completion as well as an outline of spending goals for federal research agencies. NACUBO will post information on our website after the budget documents become available. Details will also be discussed during the February 22 Legislative Lunchcast.

Complete GASB Survey on Exchange Revenue

The Governmental Accounting Standards Board is currently conducting pre-agenda research on the reporting of revenue from exchange transactions. Feedback from higher education professionals will help GASB understand college and university exchange revenue. Please complete the survey by Friday, February 19.

New York Fed Website Analyzes College Graduate Labor Market by Major

In order to shed light on trends in the labor market for college graduates, the Federal Reserve Bank of New York recently created an interactive website that examines the labor market and monitors underemployment for recent college graduates with data available across 73 college majors. The New York Fed intends to update the tool quarterly and all data are available for download.

Workshop To Focus on Compliance with New Financial Rules for USAID, CDC, and NIH Recipients

The Consortium of Universities for Global Health is presenting a two-day training course on the new regulatory framework and financial rules for prime or sub-recipients of federal grants from USAID, NIH, or CDC.  The program, being held February 29-March 1 in Washington, DC, is aimed at campus finance staff, contracts and grants staff, procurement and travel administrators, program staff, and internal auditors.
