In recent weeks, Washington lawmakers managed to enact an overhaul of the Elementary and Secondary Education Act and agree on a five-year federal transportation bill. A sweeping deal on the federal budget for FY16 and tax extenders may be days away—and could include a delay in the so-called "Cadillac Tax."
