Tucked away in the legislation passed by Congress to address the crisis over medical care for veterans is a provision mandating that recent veterans and their dependents pay only in-state tuition and fees at public institutions. The Department of Education also advised schools that existing requirements to provide in-state tuition to service members and their spouses now apply to those in same-sex marriages as well.

McCaskill Introduces Campus Sexual Assault Bill

Amid ongoing concerns about sexual misconduct on college campuses, a bipartisan group of eight senators—led by Sen. Claire McCaskill (D-MO)—introduced a bill to provide additional protections for students and greater accountability for institutions. The Campus Accountability and Safety Act would mandate support services for victims, require campuses to undertake campus climate surveys, and impose stricter penalties on institutions for Clery Act violations.

ED Issues Proposed Rules on PLUS Loans

On August 8, the Department of Education published proposed regulations addressing credit determinations for PLUS loans. Comments are due to ED by September 8.

ED Seeks to Test Aid Delivery for Innovative Programs

Applications are encouraged from colleges and universities interested in joining experiments in aid delivery for alternative approaches to teaching and learning. Four projects are offered this year through the Department of Education’s Experimental Sites Initiative: prior learning assessment, competency-based education, limited direct assessment, and near-peer counseling.
