House Tax Bill Includes Cell Phone Measure and Delay of Three Percent Withholding Rule The House has passed the Taxpayer Assistance and Simplification Act of 2008 (H.R. 5719), which includes the simplification of the tax treatment of employer-provided cell phones and a postponement of a pending provision requiring public entities to begin three-percent withholding on payments for goods and services made after December 31, 2010.
